Texas requires handgun license applicants to obtain evidence of handgun proficiency as a prerequisite for obtaining a license. Currently, Texans are mostly required to have a license to carry handguns, regardless of whether they are open or hidden. That includes college campuses and government meetings, according to the Texas Department of Public Safety, along with any private company that decides to ban the carrying of weapons without a license, and has room for more no-gun signs. After successfully passing the online classroom portion, the applicant must attend 1 to 2 hours of shooting instruction class and demonstrate proficiency with handguns (shooting) with a qualified Texas LTC instructor.

Proponents of permissionless hauling said a reorganization in the leadership of the House of Representatives and the growing number of states with similar laws meant that this year was their best chance to pass a bill. While Republicans, for the first time, largely rallied in support of the bill, firearm safety advocates, law enforcement, and vocal firearm instructors opposed Texas law requires the Department to disclose information to any criminal justice agency contained in its files and records regarding whether a specific person has a license to carry a concealed weapon in Texas. The scope instruction portion of the course should include a real demonstration by the applicant of the applicant's ability to safely and competently use the corresponding pistol category. In other types of locations, the owner of the property or the person who controls the property can decide whether to allow weapons.

A handgun license would allow the bearer to have reciprocity in other states that have enacted such legislation. Under the new law, (expected to take effect in September 2002) Texans would no longer need that license to carry a gun. Long guns such as shotguns and rifles, including semi-automatic rifles, were and are still allowed to be openly transported in most public places in Texas without a license. Handguns were the only type of firearm that required a state license to carry them in most public places in Texas.

There is little data from other states to determine if carrying without a permit will affect the number of shootings or crimes in Texas. If owners want to ban firearms, they generally need to inform people by placing specific signs or giving them notice in another way. Section 46.02 of the Texas Penal Code requires that a gun be carried in a holster, but does not provide a definition of the word holster.
